License Plate Insignia Scholarship Program
Source of Funding
The program is funded through funds paid to the Texas Department of Highways and Public Transportation for the purchase of automobile license plates bearing the insignia of Texas colleges and universities. The amount of money available for scholarships to students at each institution will depend on the number of license plates purchased with that school's insignia.
Who Can Apply?
Individuals may apply who:
- demonstrate financial need in accordance with board procedures,are Texas residents, and
- are enrolled at least halftime
Awarding of scholarships
- For public senior colleges and universities. Since funds are deposited directly into the institution's account at the State Treasury, senior colleges and universities may draw from those funds as appropriate to make awards to eligible students.
- For other public institutions. Funds will be made available to the institution through the board. On a semi-annual basis, the board will send the institution a State wanrant for the amount of License Plate Insignia Scholarship funds generated through the sale of license plates and deposited by the department in the State Treasury for that institution.
- For independent institutions. At the beginning of each fiscal year and periodically as funds are deposited in the Treasury by the department, the board will notify the institution as to the amount of funds available for awarding as scholarships. On receipt of a student's application and certification by the financial aid officer of the amount of the scholarship for which the student is eligible, the board will request the check (warrant) from the Comptroller's office. Once the check (warrant) is issued, the board shall forward the check to the school business office for disbursement to the student.
The total amount of all scholarships awarded by an institution in a fiscal year shall not exceed the funds generated for such purpose by the sale of license plates.

Source/Allocation of Funds
Funds are provided by individuals purchasing special license plates showing the college's insignia. Plates are $30 more than usual; $5 goes toward administration at Texas Department of Public Safety: $25 goes to the school's scholarship fund.
If the school is a public university, the funds go to a cost center in the Comptroller's Office and the school draws down funds as they are awarded; if the school is an independent institution, the funds are trusteed to the Coordinating Board and checks are issued as applications are received from the schools.
If the school is a public community college, the funds are trusteed to the Coordinating Board, which sends the funds in lump sum to the school for use in making awards. |
Calendar - Important Dates
The board gets monthly reports from the Comptroller as to the balance of each school's funds and forwards this information to the schools by the 15th of each month.
October 24 -- deadline for submitting Report of State-Funded Campus-Based Programs to the board. |
