Mission Statement
The University engages in a full review and discussion of purpose, role, and scope resulting in a succinct statement of mission. This statement should describe the institution, its characteristics, and its functions.

Vision Statement
The President leads the discussion relative to the conception of opportunities and/or expectations for the long-term advancement of the organization. |
Institutional Philosophy
The University identifies and expresses its core values and the guiding principles for discharging its mission . |
External/ Internal Assessment
The University conducts a critical evaluation of factors, conditions, and/or constraints that may impact the discharge of its mission and initiatives during the five year planning cycle. This assessment leads to the SWOT analysis. |
Institutional Goals
The University develops statements of direction to operationalize the institution’s mission and address critical issues identified during the external/internal assessment . |
Institutional Objectives and Outcomes
The University develops tactical strategies to support the achievement of its goals and objectives and sets targets for measuring their attainment.

Unit Action Plans
Each budget unit develops annual implementation goals and objectives that lead toward full achievement of the five-year plan.
